Meeting Minutes

IN ATTENDANCE:

School Board: Chairman: David Luneau, Vice Chairman: Elizabeth Durant, Louis Josephson, Larry Donahue

Administration: Superintendent: Steven Chamberlin, Business Administrator: Michelle Clark

CALL TO ORDER AND PLEDGE OF ALLEGIANCE:

School Board Chairman, David Luneau, called the meeting to order at 7:00pm. Jean Eaton, Administrative Assistant to the Superintendent, led the meeting in the Pledge of Allegiance.

APPROVAL OF MINUTES:

Motion to approve the minutes of February 2, 2010 was made by Mr. Josephson, seconded by Ms. Durant, all in favor, minutes carry.

COMMENTS FROM THE HOPKINTON SCHOOL BOARD

Mr. Luneau thanked everyone for attending the SB 2 hearing.

STAFF REPORTS AND PRESENTATIONS:

  1. a. Report: The Hopkinton School District Performance on the New England Common Assessment Program (NECAP)

Mr. Chamberlin gave an overview of the NECAP report included in the board packet, which included progress over the last five years. He highlighted the Adequate Yearly Progress (AYP), stating that this is the next stage in looking at this assessment. Mr. Chamberlin stated that overall it is a strong performance. He added that this is the first time the administration has looked at this information in this way (tracking the last five years of growth over grade level). He has asked everyone to look at the subgroups, to see what is going on.

Mr. Luneau stated that it is encouraging to see that we are exceeding in so many levels (SAT, PSAT, NECAP, MAP testing, athletics, students attending two and four year colleges) that comes from a common sense of wanting to do well, wanting to participate.

  1. b. Legislative Update

Mr. Chamberlin attended the NH School Administrators Association legislative workshop. Highlights of the legislative agenda were: adequacy aid, teacher evaluations (the concern is using NECAP data to evaluate teachers), principals required to do an annual inspection on air quality, BMI test for students in grades 1, 4, and 7, having to commit to support staff on April 15 vs. June 1, bullying and harassment – adding cyber bullying.

Mr. Luneau asked if the board wanted to take official positions, as a board, on some of these bills.

Mr. Donahue stated yes on some, as this affects how we do business.

Mr. Chamberlin stated that the board has discussed, in the past, inviting our local representatives to school board meetings.

Ms. Durant thinks this is a great idea, as it will enable them to educate the community at large.

Mr. Donahue suggested information be distributed at the annual school district meeting. He recommended having an open forum – inviting our local representatives.

ITEMS FOR SCHOOL BOARD DISCUSSION

  1. a. Senate Bill 2: Official Ballot Form of Governance

Mr. Luneau stated there has been a petitioned warrant article presented to the school district and a corresponding one to the town to adopt SB 2, official ballot form of governance. Tonight there was an SB 2 informational public hearing held jointly with the selectmen at the Hopkinton Town Hall, 6:15pm.

Mr. Donahue made a motion that the Hopkinton School Board take a position against the SB 2 petition, seconded by Ms. Durant. Mr. Luneau stated that rather than vote on this tonight, final discussion and vote be tabled until the March 2 school board meeting (an action item as worded).

  1. b. Preparation for the Annual Hopkinton School District Meeting

Mr. Chamberlin will go through the warrant and roles will be decided (the person moving the article will also be speaking to the article).

Mr. Chamberlin stated that the Annual School District Newsletter will have a page about contracts. There will be significant documentation so the community knows what is going on.  A draft will be ready for the March 2 school board meeting.

Mr. Josephson asked Mr. Chamberlin to email the elevator card to him.  Mr. Chamberlin will email it to all board members.

  1. c. Hopkinton School District 2010-2011 School District Calendar

Mr. Chamberlin stated the calendar survey was emailed to the community today

(as of this afternoon they had 61 responses).

  1. d. Spring 2010 Schedule B nominations (Action Items)

Mr. Chamberlin gave an overview of the Schedule B positions presented.

  1. e. January 2010 Financials

Ms. Clark stated that things are on target – fund balance of $460,000. She stated that the food service deficit is going down, as they are seeing more information on a day-to-day basis vs. a month-to-month basis.

  1. f. Budget Adjustment 2010-08 (Action Item)

Mr. Chamberlin stated that this transfer is in the substitute line: adjustment from salary line to substitute line. Currently, they have two long-term substitutes and another one coming up.

A motion was made by Mr. Donahue, seconded by Ms. Durant, on action items 12 to 22, motion carries, all in favor, not opposed.

 

23.  The Hopkinton School Board accept the Superintendent’s recommendation of the US First overnight trip to Boston, MA (March 25-27, 2010).

A motion was made by Mr. Donahue, seconded by Ms. Durant, motion carries, all in favor, not opposed.

 

24.  Hopkinton School Board approve the Superintendent recommended Budget Adjustment 2010-08 in the amount of $21,530.

A motion was made by Mr. Donahue, seconded by Mr. Durant, motion carries, all in favor, not opposed.

 

NONPUBLIC SESSION

25. Nonpublic Session for the Discussion of Matters as Per RSA 91-A: 3, II (a)

Personnel and negotiations

At 8:35pm, Ms. Durant made a motion, seconded by Mr. Donahue, that the Board enter into nonpublic session in accordance with RSA 91-A: 3, II (a) and (c) for discussion on negotiations and personnel. Motion passed on a roll call vote: Ms. Durant (yes), Mr. Luneau (yes), Mr. Josephson (yes), Mr. Donahue (yes) all in favor, not opposed.

RETURN TO PUBLIC SESSION

 

At 8:45pm, a motion was made by Mr. Donahue, seconded by Ms. Durant, to return to public session, motion passed, all in favor, not opposed.

25. Nonpublic Session for the Discussion of Matters as Per RSA 91-A: 3, II (a) and (c)

Personnel and negotiations

During the nonpublic session the Board discussed personnel and negotiations.

Mr. Donahue motioned to come out of nonpublic session, seconded by Ms. Durant.  Motion passed on a roll call vote: Ms. Durant (yes), Mr. Luneau (yes), Mr. Josephson (yes), Mr. Donahue (yes) all in favor, not opposed. The board came out of nonpublic session at 8:45pm.
