CALL TO ORDER AND PLEDGE OF ALLEGIANCE

Mr. Luneau called the meeting to order at 7:30am; Jean Eaton led the Pledge of Allegiance.

Motion to approve the minutes of the public hearing held on June 21, 2011, was made by Ms. Durant, seconded by Mr. Jones, all in favor, minutes carry.

  1. c. HMHS Overnight Trip Proposal (Action Item)

Mr. Chamberlin stated that this is a traditional cross-country trip. All the necessary chaperones have been secured; there is no loss of instructional time.  He stated that this type of activity is key to the team’s success. Mr. Kelley and Mr. Meserve have gone over all the logistics to support this trip.

  1. a. Middle School Sports

i. Middle School Sports Expansion/Grade 6 Participation

ii. Hopkinton Middle and High School Athletic Fee

Mr. Chamberlin gave an overview of the expenses and revenue side on the expansion of the co-curricular fee.

Discussion Items:

 

Proposed new fee structure

Middle School Participant:    (Individual) $60/season            (Family Cap) $120/season

High School Participant:        (Individual) $60/season            (Family Cap) $120/season

Financial assistance

Financial assistance is available – it cannot be a barrier for participation

Sixth grade participation

Six grade students can participate on teams with open rosters, i.e. cross-country, Nordic skiing, track.

  1. b. Hiring/Staffing

i. Hopkinton Middle and High School: Assistant Principal (Action Item)

Mr. Kelley explained the hiring process for the assistant principal position. He stated that there was a committee of ten – consisting of faculty and parents (there was a student on the first round of candidate interviews). Tonight, Rebecca Gagnon is being nominated for the position. Mr. Kelley is excited to have Ms. Gagnon come onboard. She is currently the assistant superintendent in Farmington. Prior to that, she taught technology education in Franklin.

Mr. Chamberlin stated that Ms. Gagnon is well known in the Hopkinton School District; she has presented in the District as a consultant for the New Hampshire Department of Education. He stated that she is an exceptionally strong candidate.

 

ii. Harold Martin School: 0.6 Reading Teacher (Action Item)

Mr. Chamberlin stated that tonight he is nominating Laura Messenger – (replacing Elizabeth Cannon).

 

iii. Maple Street School: Instructional Assistants  (2) (Action Items)

Mr. Chamberlin stated that tonight he is nominating Todd Aubertin (replacing Mary King) and Natasha Kachel (replacing Ellen Tidd) for the two instructional assistant open positions at Maple Street School.

 

iv. Status Report

Mr. Chamberlin stated that the mathematics position has been increased to 1.0, which increased the hiring pool. Also, they are in the process of hiring a custodian for Harold Martin School (replacing Richard Dyer).

  1. c. Leave Requests

i. Child Rearing/Adoption Leave (Action Item)

Mr. Chamberlin stated that Kathryn Backman, high school business/technology teacher, has requested child rearing/adoption leave beginning August 30, 2011 through the end of the first semester of the 2011-2012 school year.

 

ii. Extended Leave of Absence (Action Item)

Mr. Chamberlin stated that Deidre Smith, elementary reading specialist, has requested an extended leave of absence for the first half of the 2011-2012 school year, returning January 3, 2012.

 

  1. d. Hopkinton School District Purchase of a Handicap Accessible/Special Education School Bus

i. Funding

ii. Hearing

Mr. Chamberlin stated that during the last two years it has been difficult ensuring special education students get to school.  The current bus is not stable or reliable. The hope was to outsource; the bid process produced very little interest and not close to the cost of in-house services. The bus is six years old and currently has 140,000 miles. According to our First Student Bus Contract Manager Alison Jones, the bus is beyond its serviceable capacity.

Financing:

$21,00 from ADEA ARRA Funds

$28,000 (approx.) from the Vehicle Capital Reserve Fund

A public hearing will be scheduled for the withdrawal of funds from the Vehicle Capital Reserve Fund.

Arlene McGrath, community member, thanked the board for clarifying sixth grade participation in middle school sports.

At 8:15am Mr. Donahue made a motion, seconded by Mr. Jones that the Board enter into nonpublic session in accordance with RSA 91-A:3 (a) and (c) for the discussion of personnel, negotiations, a legal matter, and action items 12 – 20. Motion passed on a roll call vote:

Mr. Luneau (yes), Mr. Jones (yes), Ms. Durant (yes), Mr. Donahue (yes), all in favor, not opposed.

A motion was made by Mr. Donahue, seconded by Mr. Jones, motion carries, all in favor, not opposed.

  1. The Hopkinton School Board approve the Superintendent’s nomination of Laura Messenger, 0.6 Reading Teacher, Harold Martin School, 2011-2012 school year.

  1. The Hopkinton School Board accept the Superintendent’s recommendation to approve Deidre Smith’s request for an extended leave of absence, for the first half of the 2011-2012 school year, returning on or about January 3, 2012.

A motion was made by Mr. Donahue, seconded by Mr. Jones, motion carries, all in favor, not opposed.

  1. The Hopkinton School Board accept the Superintendent’s recommendation to approve the Hopkinton High School Cross Country overnight trip to Sunapee State Park Campground, August 21-23, 2011.

A motion was made by Mr. Donahue, seconded by Mr. Jones, motion carries, all in favor, not opposed.

  1. The Hopkinton School Board accept the Superintendent’s nomination of Bridgett Dornik, Girls Soccer Coach, Hopkinton Middle School, 2011-2012 school year.

A motion was made by Mr. Donahue, seconded by Mr. Jones, motion carries, all in favor, not opposed

At 8:40am a motion was made by Mr. Donahue, seconded by Mr. Jones to adjourn the meeting, motion passed, all in favor, not opposed.

During the nonpublic session the Board discussed personnel, negotiations, a legal matter, and action items 12 – 20.

Mr. Donahue motioned to come out of nonpublic session, seconded by Mr. Jones, motion passed on a roll call vote: Mr. Luneau (yes), Mr. Donahue (yes), Ms. Durant (yes), Mr. Jones (yes), all in favor, not opposed.

The board came out of nonpublic session at 8:50am.
