Supporting Students in Foster Care

The Hopkinton School District is committed to ensuring that students in foster care experience educational stability, continuity, and success. In partnership with child welfare agencies, foster families, and caregivers, the district works to remove barriers to enrollment, records transfer, and transportation so that students can remain in their school of origin whenever it is in their best interest.

To support this commitment, the district has developed a Foster Care Plan in accordance with state and federal law, including ESSA and RSA 193:12, as well as School Board Policy JFABE. The plan outlines clear procedures for school placement, best interest determinations, immediate enrollment, records transfer, transportation, and dispute resolution, while also providing training for staff on the unique needs and rights of children in foster care.

As a recipient of federal funds, the district is required to post this plan to ensure compliance, transparency, and public awareness.
